Our leadership team

ARC not only provides high-quality, high-volume, low-cost spay/neuter services to pet owners, but also to our partners. We offer our Spay/Neuter program services to local shelters, animal service agencies and rescue groups for whom we further reduce our fees in the spirit of collaboration working toward a true “no-kill’ goal.

ARC's History

The beginning

Founded in 1999 by Ira Barsky and Ed Sarbey, Animal Rescue Coalition (ARC) began as a visionary effort to unite local animal welfare leaders and Sarasota County Animal Services in a shared mission: to end the euthanasia of adoptable dogs and cats in Sarasota and Manatee counties.

In 2002, ARC took to the road with a mobile spay/neuter clinic, performing over 30,000 surgeries across the region. Recognizing the increased demand for affordable spay/neuter surgeries, ARC launched a capital campaign in 2014 to establish a permanent facility, ultimately leading to the opening of our Tower Lane clinic in 2015.

With support from PetSmart Charities and a commitment to the Humane Alliance high-volume spay/neuter model (now ASPCA), ARC was able to provide affordable, high-quality surgeries with industry-leading safety and efficiency standards.

Today, ARC continues to grow, saving lives through targeted, transformative spay/neuter programs and
community-based veterinary care—all while staying true to our founding vision of collaboration, compassion, and prevention.
